Technically yes. There's plenty of CDMA and GSM coverage in Vancouver. However, your phone provider might prevent international roaming (especially if you use prepaid airtime instead of a monthly plan) or charge outrageous fees for it. That's why it's best to check with your phone company. When I go to the US, I switch to a special temporary plan that charges a flat rate instead of per-minute roaming fees.
