This suggests that everything worked properly. The fact that you could see each other means that UDP is getting through properly on both sides.

Are these people also having problems with other servers? Could it be network lag? Is your server pinging all the time for them (each day you host it)? Are they having CTO problems on your server?

This is definitely a problem with your UDP not reaching his server. Do you have this CTO bug on every server you join?
